EU leaders will meet in the Portugese capital, Lisbon, Thursday to sign that Reform Treaty. It paves the way for major changes in the block's institutions. German Chancellor Angela Merkel has asked the Bundestag to ratify the document by May next year. Merkel also said the treaty would mark an "historic breakthrough for Europe".
